Ambassador Rygaul has been waiting patiently since September to speak to one of us about an Alliance, and I've spoken to him in person today. They are apparently merging.

We're still a little on the weak side ourselves, gentlemen. I can't condone looking to form yet another alliance at this time. What do we know about them?
