Fellow council members,

This is the first draft of the charter. If this is approved for use by the council, I suggest it goes to a guild-wide vote.

The Jedi Order
GUILD CHARTER

MISSION STATEMENT:
The mission of The Jedi Order is to provide players with a fun, mature gaming experience, and to further their experience with the Star Wars Universe through teamwork and roleplaying.

ARTICLE I : Definition of Order, Ranks, and Duties
1. Name: The name of this guild shall be The Jedi Order. It may also be known as “The Order”, or “TJO” in the vernacular of any conversation that brings up the organization.
2. Hierarchy: The Order shall have the following ranks, from highest to lowest: Grand Master, Master of the Order, Councilor, Master, Knight, Padawan, Initiate (Also known as a youngling). There will be one Grandmaster, a Jedi Council consisting of twelve (12) Councilors, and any number of Knights, Padawans and Initiates.
3. Duties of rank: Each rank shall have enumerated duties and will be charged with the betterment of their subordinates and the order as a whole.
a. Grandmaster: The Grandmaster shall have chief executive powers over The Jedi Order, and will cast any tie-breaking votes on Council matters. The Grand Master may vote on guild-wide matters.
b. Jedi Masters: The Jedi Masters are responsible for the training of the new Initiates of The Order. Masters may take up to three (3) Padawans to train at any given time. Masters are eligible to serve on the council due to their experience and rank. Masters may vote on Guild-wide matters.
c. Councilors: Councilor is a title for any Jedi that serves on the Jedi Council, regardless of their rank. They must cast a vote on any Council matter.
d. Jedi Knight: The Jedi Knights are the lifeblood of The Order. Without the Jedi Knights, there would be no Jedi Order. The Knight is responsible for recruiting new members, and promoting a mature and positive atmosphere for other players. They should also serve as mentors to Younglings and Padawans. A Knight may take up to two (2) Padawans to train at any given time, but only with approval of a Councilor. Knights are allowed and are expected to vote on guild-wide matters.
e. Padawans: The Padawan is a youngling who has been selected by a Master or a Knight to be an apprentice. The Padawan should be devoted to his studies and his missions. Nothing more. However, since they are being brought up to be upstanding Jedi Knights, they may vote on guild-wide matters.
f. Younglings: Younglings are the newest members of the Order. Younglings may petition Masters or Knights to become a Padawan, but only by means of posting or Private Messaging their Padawan trials. Initiates may not vote on guild-wide matters.

ARTICLE II: COUNCIL PROCEEDINGS
1. Composition: The Council will consist of twelve (12) Councilors. The council should be presided over by the Grandmaster. In his absence, the Master of the Order will act as presiding member.
2. Meetings: The Council should meet once a week to discuss issues of the order. If this is not possible, the Council should be called to vote on any major issues arising within The Order. This includes but is not limited to forming Alliances, changes to the charter or disciplinary action of a member.
3. Active Councilors: A Councilor is defined as active by voting on issues as they arise. If a Councilor has missed three votes in the Council, they are no longer considered an active Councilor.
4. Inactive Councilors: Councilors who have become inactive must petition the active council to be restored to active status. A simple majority vote of active Councilors determines this. If the Councilor fails to return to duty for thirty (30) days, A Call to Question must be made on whether or not to retain the member as a Councilor.
5. Quorum: 50% of Active Councilors voting (no abstentions) is required for any vote to be official.
6. Voting Procedures: Before any issue can be voted upon, a Motion must be made by one of the Councilors, which must be seconded by a different Councilor. The issue will then be open for discussion before it is put to a vote. Simple majority wins, except on cases of disciplinary procedure, when the required vote becomes 66%.
7. New Members: The Council is responsible for the acceptance or denial of any new members of The Order.
8. Promotions to Council: A Knight may be called to serve as a Councilor by a majority vote of the Council only. The new Councilor must then be on a thirty (30) day probationary period before the promotion is official. The Rank of Master is granted after this period as well.

ARTICLE III: GUILD POLICY
1. CODE OF CONDUCT
a. Chat Room Conduct: The Jedi Temple is meant for the Jedi of the Order to use as a place to “hang out” and speak their minds: It is an OPEN FORUM. However, decorum must be maintained at all times as we will have visitors and perhaps younger members using the Jedi Temple. Keep language as clean as possible. Ethnic, cultural or racial slurs will not be tolerated.
b. In-game conduct: While we are in-game, your conduct reflects directly upon the rest of us as members of The Jedi Order. Your actions dictate how the rest of the server and population will perceive us. Give them reasons to be our friends and not our enemies. Guild members are expected to help each other out at every turn. We do not seek to patronize other guild members for any crafting items, special items looted or any other reason. We are here to better ourselves and each other: act that way.
c. Attendance: The Order thrives with the activity of its members. It is expected that every member, regardless of rank will be active so that the Order may move forward. However, the real lives of our members are paramount and this is understood by the entire guild.
d. Leave: If a member is going to be away for an extended period of time (One week or more), they shall post in the forums the duration of their leave and a reason.
e. Rank: The ranks of the order have been established for a reason. All subordinates will treat their superiors with respect and kindness. All superiors will treat their subordinates with kindness, consideration and respect.
f. Disputes between members: This guild is intended to be made up of mature members. Mature members should be able to resolve disputes between one another. However, if this is not possible, a member may go to a Councilor or Master to ask for resolution.
2. Violations of the Code of Conduct
a. General Misconduct- General Misconduct includes but is not limited to: Trash talking, foul and abusive language, insubordination or any other action that is deemed offensive or impolite. This usually results with a warning, but continued infractions can lead to banishment or dismissal.
b. Conduct Unbecoming- Masters, Knights and Councilors, if abusing their position by using it for their own good and advantage are in violation of the code of conduct, and will be charged with Conduct Unbecoming. This is a serious offense and may result in the officer or member being demoted or even dismissed.
c. Disciplinary Action: A warning will be given upon the first infraction of the Code of Conduct for any General Misconduct. Upon the third warning in a Temple setting, the member will be banned for 24 hours. If the member speaks out of line again, the member will be banished for 7 days upon a Council vote. If the pattern of behavior continues, the Council must take action on the member.
3. ROLE-PLAYING
a. Purpose: To deepen the experience of each member with the Star Wars Universe and to foster a sense of creativity within each guild member.
b. God-Modding: God Modding is in essence a disrespect to the limitations of any RP character whether it is a guild member or otherwise. A Jedi youngling, for instance cannot wield force lightning at the young age of five. Another example might be a Jedi Knight commanding a republic armada: Something usually left for Masters with lots of experience. There are other ways of being creative besides giving yourself the powers of a deity. Please, No “God-Modding”.
c. Regulations:
i. All posts are to be conducted within the realm of Star Wars lore.
ii. All posts shall be somewhat realistic. (No “God-Modding”)
iii. All Jedi abilities shall be commensurate with rank and character age. (As Jedi we were already very unique five-year olds. Don’t push it.)
iv. No Kills in the sparring room
v. If you are unsure of your statistics or lore, consult Wookieepedia. No citations needed, just check your background.
ARTICLE IV: RAIDS
1. RAID ORGANIZATION
a. Raid Leader: The Raid Leader shall be the senior member of the Raid team, unless he/she wishes to pass the duties off to someone else. The Raid leader has total situational and tactical control of the raid. He or she assigns tasks for each class depending upon the opponents that will be faced. The Raid Leader has master looter control.
b. Raid Assistant: The Raid assistant will be chosen by the Raid Leader, and serves as second in command should the Raid Leader need to leave, or go link-dead at any time.
c. Raid Members: (This section will be added to upon further knowledge of SWTOR’s Raid system and classes)
2. RAID PARTICIPATION/SELECTION
a. A Raid shall be scheduled at least one week in advance and be posted either in the forums or in other media on The Jedi Order website. Spots will be awarded on a first-come, first-serve basis.
b. If the time for the raid has come and there are open spots, priority for those spots shifts to members of the Order LOGGED INTO THE GAME.
c. If spots still remain open, they may be filled by allies or Order members that have been contacted while offline.
