First of all, that list is Highly speculative and not canon. One reason for such is that no Force User before 2000 BBY had been known by his midi-chlorian count. Jedi started to use this practice after the Battle of Russan and began using it widely from 1000 BBY until the Great Purge. So, before that, it is more likely that Jedi learned to Sense others and made different tests to recruit them and as you posted such topic already, you should already know that. Shmi couldn't have a force sensitivity so high or else she would have been probably recruited as a Jedi as also Amidala, while Darth Vader's number of Midi-Chlorians was below that of the Emperor after his cyber implants, that's almost certain, as he was more Machine than Man, as many say. And Luke and Leia were not inferior to their father.

Said that I say it again. The list is fictional, not taken from official, Lukas approved sources, making it non-canon. Plus, they may be indicators of potential, not of power.
